So, for example, the \u201dlightest\u201d filter in this set (ND4) halves the light twice. So if the exposure time would normally be 1\/400, the filter would make it 1\/100 (1\/400 divided by 2 is 1\/200, and this divided by 2 is 1\/100).  So you can effectively get the shutter speed you want with filters, without sacrificing quality.
