Gray filters (ND) simply reduce the amount of light entering the cell. Even in bright daylight, a ND filter allows you to reduce the exposure time or reduce the aperture. For example, a fast shutter speed can make flowing water look softer and motion look blurred.
Grey filters are available in different strengths and the intensity is indicated ND-values. The ND value refers to the exposure time coefficient, which can be used to calculate the change in exposure time. (exposure time without filter x ND value = exposure time with filter). For example, if the exposure time without filter is 1/100s and you use ND1000 filter you can set the exposure time to 10s. Grayscale filters range in power from ND2-32000, so you should be able to find a filter powerful enough for you.
There are also grey filters adjustable (Variable), which allows the intensity of the blackout to be adjusted continuously. Their power is usually adjustable between ND2 and ND400. Adjustable grey filters are handy, but often not quite as good as fixed filters.
